Power Platform vs Custom Development: How to Decide
On this page

Every business has processes that live in spreadsheets, email chains and paper forms. When you decide to fix them, you face a common choice: build something with a low-code tool such as Microsoft Power Platform, or commission custom software.

Neither is universally better. Power Platform is excellent at some jobs and a poor fit for others. This guide gives you a clear way to decide, with honest trade-offs, so you do not overspend on code you did not need or outgrow a tool you chose too hastily.

What Power Platform is

Microsoft Power Platform is a set of low-code tools that work together and connect closely to Microsoft 365, Dynamics 365 and Azure:

  • Power Apps: build business apps with forms, galleries and logic, with little or no code
  • Power Automate: automate workflows and approvals across hundreds of services
  • Power BI: build dashboards and reports from your data
  • Power Pages: create external-facing portals and websites for customers or partners
  • Copilot Studio: build conversational agents and chatbots

Data typically lives in Dataverse, SharePoint, Excel, SQL or other connected sources.

What "custom development" means here

Custom development means engineers write software from scratch or on top of frameworks, for example a web app in React and .NET, a mobile app in Flutter, or a backend in Python or Node.js. You control the design, architecture, hosting and every detail of the user experience, and the product can be entirely your own.

When Power Platform is the right choice

Choose Power Platform when most of these are true:

  • The users are your own employees or partners rather than the general public
  • You already use Microsoft 365 or Dynamics 365, so identity, data and licences are in place
  • The process is workflow-heavy: approvals, requests, checklists, inspections, onboarding, expense claims
  • Speed matters more than pixel-perfect design
  • Requirements will change often, and business users should be able to adjust things
  • You need reporting quickly, which Power BI handles well

Typical examples include leave and expense approvals, asset tracking, field inspection apps, internal service desks, sales order capture, vendor onboarding and automated document routing. These can often be live in weeks.

When custom development is the right choice

Choose custom software when:

  • You are building a product to sell, such as a SaaS platform, marketplace or consumer app
  • The user experience is a competitive advantage and needs full design freedom
  • Scale is high, for example thousands of concurrent public users or heavy data processing
  • The logic is complex or proprietary, such as pricing engines, matching algorithms or AI pipelines
  • You need strict control over architecture, hosting location, data model and performance
  • You want to avoid per-user licensing across a large external audience
  • The product is core to the business and you want to own the intellectual property outright

Typical examples include customer mobile apps, booking and marketplace platforms, fintech and healthcare products, AI-powered tools and high-traffic web applications.

The cost question: look beyond the build

Low-code looks cheaper at the start, and often is. But compare total cost over two to three years:

Power Platform costs to consider

  • Per-user or per-app licences, which grow with headcount
  • Premium connectors and add-on capacity
  • Dataverse storage costs as data grows
  • Governance, admin and environment management

Custom development costs to consider

  • Higher initial build
  • Hosting and cloud infrastructure
  • Maintenance, security updates and bug fixes (commonly planned at 15 to 20 percent of build cost per year)
  • Internal or vendor engineering capacity for future changes

For a 50-person internal workflow, Power Platform usually wins clearly. For a public product with tens of thousands of users, per-user licensing may make custom development cheaper over time. Always model your own numbers. Licensing terms change, so check Microsoft's current pricing before deciding. For more on custom build pricing, see our guide to custom software development cost in 2026.

A simple 6-question decision framework

Score each question. If most answers lean one way, that is your direction.

  1. Who will use it? Employees and partners point to Power Platform. The public points to custom.
  2. How unique is the process? Standard business workflows suit Power Platform. Unique, differentiating logic suits custom.
  3. How fast do you need it? Within weeks points to Power Platform. A longer, polished build points to custom.
  4. How many users, and how much data? Hundreds of internal users suit Power Platform. Very large volumes suit custom.
  5. Which ecosystem are you in? Heavy Microsoft usage favours Power Platform. Mixed or non-Microsoft stacks favour custom or a hybrid.
  6. Who will maintain it? If business users should adjust it, choose Power Platform. If an engineering team will own it, custom is fine.

The hybrid approach: often the best answer

You do not have to pick one for everything. Many successful setups combine both:

  • Power Automate handles approvals and notifications while a custom API performs complex calculations
  • Power Apps provides an internal admin app on top of a custom-built customer product
  • Dynamics 365 holds customer data, with custom code integrating it into a website or mobile app
  • Power BI reports on data from custom applications

A good rule: use Power Platform for the 80 percent that is standard, and invest custom engineering only in the 20 percent that makes your business different.

Risks to manage with Power Platform

  • Sprawl: without standards, teams create overlapping apps nobody maintains. Set up environments, naming conventions and an approval path for production apps.
  • Hitting limits: complex logic, very large data sets and delegation limits can force workarounds. Test with realistic data early.
  • Licence surprises: model your user counts and connectors before committing.
  • Dependence on makers: document apps and avoid leaving critical processes in a single person's hands.
  • Security gaps: apply data loss prevention policies and role-based access from day one.

Risks to manage with custom development

  • Longer time to value: mitigate by launching an MVP first
  • Higher cost of change: keep a clean architecture and automated tests
  • Vendor dependence: keep code and cloud accounts in your own name, with documentation
  • Over-engineering: build what you need now, not a platform for imagined future needs

A practical way to start

If you are unsure, begin with a short discovery. List your top five processes to improve, score each against the six questions above, and pick one high-value, low-risk process for a pilot. A Power Platform prototype built in a couple of weeks will teach you more than months of debate, and it will show whether the idea deserves a full custom build.

Final thoughts

Power Platform and custom development solve different problems. Use low-code to move fast on internal workflows and Microsoft-centred processes. Use custom engineering for products, scale and anything that gives you a competitive edge. Mix them where it makes sense.

Frequently asked questions

Is Power Platform cheaper than custom development?

For internal workflows and business apps, usually yes in the short term, because you build faster and reuse existing components. Per-user licensing can add up at scale, so compare total cost over two to three years, not just build cost.

When should I choose custom development instead of Power Platform?

Choose custom development for customer-facing products, highly specific user experiences, heavy performance or scaling needs, complex algorithms, or when you need full control over architecture, hosting and intellectual property.

Can Power Platform and custom code be used together?

Yes. A common pattern is to use Power Platform for workflows and internal apps while custom code, APIs or Azure services handle specialised logic. Custom connectors and components let the two work together.

Is Power Platform secure enough for business data?

It provides enterprise security features such as role-based access, data loss prevention policies and integration with Microsoft Entra ID. Security still depends on correct configuration and governance, so set up environments and policies before wide rollout.

What is the biggest risk of low-code?

Ungoverned sprawl. When anyone can build apps without standards, you end up with duplicated, undocumented solutions. A light governance model prevents this.
